Mrs. Neugeboren is a dog owner who hired Harry Dunne to be her dog groomer for the dog show in Providence, Rhode Island, but Harry came late and got her dogs all dirty for driving badly on the road in his van which made her very mad at him. Harry seems to be confused by her name and calls her Mrs. Noogieburger. She is played by actress Lin Shaye in Dumb and Dumber and who also appeared in the prequel as Margie the bus driver.
